E-government in Russia : CONCEPTS, TRENDS, AND CHALLENGES

Objective of Report: The objective of report is  to discuss such important issues of e-government development, as the conceptual models, trends, and challenges of “electronic government” (e-government) in Russia.

Coverage of Report: We will consider the conceptual models of e-government on federal, district, regional, and municipal levels. We will provide the survey and analyses of results, trends, and prospects of development of the electronic government applications in Russia, too. The major players in e-government research and development in Russia are FOSTAS foundation (Foundation for systems design, standardization and project management, www.fostas.ru ), Institute for Information Society development (www.iis.ru ), All-Russian Research and Development Institute for Computers Technology Problems and Informatisation (www.pvti.ru ), State University Higher Scool of Economics (www.hse.ru ), E-government competence center (www.e-govcompetence.ru) .

Contribution of Report: This submissions will provide the fundamental and emerging concepts, which relate to e-government solutions and experience in Russia.

Additional Information: The administrative reform in Russia undertakes in the context of transformations directed to democratization and liberalization of all the spheres of social life and establishment in Russia market forms of management. Today when the Government of the Russian Federation carries out the administrative reform and reform of public service, when informatization of government structures and local governments is fulfilled, when the number of permanent Internet users in Russia exceeded 6 million people and the number of irregular users makes up 12% of population, advisability of using up-to-date ICT-technologies for interaction of government structures with each other, with population and businesses is undeniable and obvious. This report considers such important component of e-government development as realization the concept of “electronic government” (e-government) in Russia. We will present and discuss these issues, included the e-government conceptual models on federal, district, regional, and municipal levels, survey and analyses of results, trends and prospects of development of the electronic government in Russia.
